What if the trader or Network Operator changes how surplus energy is settled?

It is a real regulatory and counterparty risk. Changes from CREG can alter the prices or terms under which surplus energy is settled.

For the investor: a project with a fixed, indexed PPA is partly protected from spot price moves, but not from a structural regulatory change. That is why the financial model includes sensitivity analysis on the surplus price.
