What is the POT (land use plan)?

The POT (Plan de Ordenamiento Territorial) is the plan each Colombian municipality uses to decide how its land is used: which areas are residential, commercial or mixed, how many floors can be built, where roads and parks go and which land can be developed. It is set out in Law 388 of 1997.

It matters for a property because it defines what can be done with it. A change of use or height in a POT review can change what a plot is worth, for better or worse, so it's worth checking before participating in a project.
